INDIANAPOLIS - Local and federal investigators have uncovered what one source calls "an enormous cartel of characters all intertwined in crime" living in homes and apartments paid for with tax dollars.
Court records obtained Wednesday by 13 Investigates reveal police seized personal financial records, check books, letters from prison inmates and other evidence. It is part of months-long investigation into public housing fraud tied to families bound by generations of crime
The investigation assembled family photo albums of crime. Crimes already proven and new ones alleged. There are jail mug shots of mothers, sons and daughters, all under investigation.
The Indianapolis Housing Agency, Indianapolis Metro Police and federal investigators allege these families and their friends are connected to at least 10 murders, 460 arrests and almost 600 police runs, all while tax payers paid their rent.
"You always find something that tends to amaze you," said Bud Meyers, Executive Director of the Indianapolis Housing Agency. "Frankly, this is something that has been going on for some time."
Years of problems and likely tens of thousands of dollars in fraud are all documented in a report obtained by 13 Investigates. It is hundreds of pages thick. The Inspector General of the US Department of Housing and Urban Development details a web of crime so complicated that investigators arranged family crime trees.
Investigators close to Operation Clean Sweep say 48-year-old matriarch Pam Moorman headed a family crime network extending three generations. Moorman herself has at least 12 convictions and 51 arrests in 17 years.

I suspect there are fraud webs like these in every state in the Union. So nice to know one’s taxes go to such upstanding citizens.
Not much different than the Clinton Crime Family, just operating on a much lower budget....
