That alone is a reason not to hire her. Who wants to bring in a new employee who tells you up front that they are "frequently debilitated" by ANYTHING. Just imagine several times every week or so when they get so "debilitated" they tell the boss they have to leave early to go home and toque up.

Oh well, there are lots of ways to get Disability checks, this may be one of them.

They don’t want someone at risk of being hit by a forklift, either because vision is blurred by a migraine or the mind blurred by marijuana.

It might be a good reason, but it’s also a reason the federal government prohibits you from making hiring decisions based on.
