In other words Congress will not object to the passage of a law for amnesty?
I do not think they would pass amnesty [least I hope not!!]...they would pass immigration reform, which may not be the same thing. Some of the multistep processes depend first and foremost on securing the border.
Now, the dumblecrats and Zerohissef, like they always do want to do it bassackwards and let the poor poor people stay and somehow work for their papers and border security would get chin service.
So Congress COULD pass immigration reform but not amnesty. Thats what that guy was saying. But he left out that Zerohissef would have to go along and sign the bill for it to become law.
As an aside: I wouldn’t let Zerohissef get anything he wants. HE LOST. And as he was so quick to condescend in 2009, when he WON...pay back is a womyn canine.
