Your premise is wrong.
You assume there are black families in the cities. While there are black people dwelling together, they are not families in the normal sense.
The black urban subculture is based on promiscuous sex and does not adhere to civilized culture of marriage and families
I agree with you, but how is my premise wrong? Of course there are blacks families (such as they are....women with illegitimate kids from many men)
I like Christian blacks (from Africa) mostly they are nice, hard working.

A simple solution would be predicating government benefits on every female between 12 and 42 getting an IUD, Norplant or similar device. Or Depo Provera every three months.
As long as the government pays for your housing, food and so forth, you have demonstrated you cannot support your children - so no more children shall be allowed. Has to include the minors, since so many blacks have kids as children.
If you want kids or more kids, marry the baby daddy or get a job to support yourself to the point that you can get off benefits.
