I'm not sure I believe that in the way you do. Sure if you pay enough money to put shingles on a house more people will do the work. But there is a subculture in this country that would rather sell drugs or endeavor in some other criminal conduct rather than perform honest work for a living. How many years ago was it the NAACP was asking the simple question... "why would our young people work in a McDonalds for minimum wage when they can sell drugs for thousands more a year?" That was a serious position the NAACP was taking. There is just a ton of truth to that stupid statement.

My son who just graduated is starting a new job next week
He’ll be making 31K a year
He knows people though
I’m very proud of him
I took over his yardwork job that he was doing for the people next door to my mom. It’s only eighty bucks a month but I’ll be earning something at least!
