If one or more members object to a call for vote, unanimous consent fails and a vote to call for the question (cloture) may be invoked or not. Debate can continue indefinitely or not. HOWEVER, any movement to deny any Senator’s right to speak on a given measure requires either unanimous consent or a successful call for the question (cloture).
