I think it was the Dems who moved this Bill for Landrieu. Mission failed.

Why wouldnt the Pubbies wait and try to pass this in January? Perhaps they will, but in the meantime the Dems still control the Senate and they wanted a vote now to try and help Mary Landrieu.

They knew the Dems wouldn’t supply enough votes for cloture. The GOP gets to vote consistently for Keystone XL, and the Dems get to tell their base that they tried to stop it.

It was a no-lose for the Republicans. If it failed in the Senate, that's a win for making Landrieu look weak. If it passed and Obama vetoed it, that's a win, too, because it smokes Obama out. He can't hide behind studies anymore.
I guess the Democrats decided that protecting Obama was more important than protecting Landrieu.
