Take it to zero, and replace with a program that only lets the applying innovators in, like I mentioned earlier.

Unfortunately the USA doesn't have a program like that....

And I agree. I am not trying to be contrarian, but our country (though sinking) is still the preferred citizenship destination spot in the world. Let's use that fact to our advantage, not our detriment.
