Appropriations panel: Defunding immigration order 'impossible' (GOP surrenders to Obama)

It would be “impossible to defund President Obama’s executive order through a government spending bill, House Appropriations Committee spokeswoman Jennifer Hing said Thursday.

Congress doesn’t provide funding to U.S. Citizenship and Immgiration Services (CIS), the agency responsible for issuing work permits and green cards. Instead, the agency is funded through fees.

“We cannot, literally cannot, defund that agency in an appropriations bill because we don’t appropriate that agency. That agency is entirely-fee funded,” Hing told reporters.

I think I just figured your point - you won’t be stimulating the economy by spending this holiday season, is that right?

Anyway, I didn’t mean to sound condescending. I realize not everyone can do what we are doing. We’ve saved a nice nest egg to live on until our businesses take off. And have no children at home.

We each need to do what we can. NOW. The founding fathers risked a heck of a lot more for a lot less reason.

I salute you. We are not on different sides. I wish all Freepers could follow your example. However that is not possible or practical. It is possible to stop spending. And it will have consequences within weeks! Is spending on material trinkets so important to Freepers that they can’t
“keep it in their pants (or purses)” for a few months??

We have organized bus trips. We even had a run to the border. What is so hard about not spending.

Talk about “Going Galt”, I am just proposing “Going Scrooge”.

It’s from Boehner’s page. But having his name and formatting on it makes it stink. I had to scrub any hint of RINO off of it, and reorder the points for effectiveness.

Too bad our party’s “leaders” are so untrustworthy that we can’t directly quote them.

The "spokesperson" for the Appropriations Committee, says " the Congress doesn’t provide funding to U.S. Citizenship and Immgiration Services (CIS). it's funded by fees."

(1) Plum Congressional Committee posts like this $200,000 bureaucrat's are staffed entirely by Democrats.
(2) Of course they can defund it. Every worker on it is a Federal employee. Assign them elsewhere. Fire them whenever possible. Do not replace those who retire. Use the oversight function to actually oversee operations of the Government.
(3) These Congressional Committeee members are the ones who write the bills that the representatives never read and pass.
The "Republicans" can actually save the Republic:

Hire Republicans to work in Washington.
Republicans! Start to take back agencies to which
you have surrendered your constitutional duties.

I did apologize for my off-the-cuff not-thought-out reaction. I realize not everyone can be as extreme as we are yet. A few years ago, I wouldn’t have thought we’d even be willing (it took recent events and a unethical boss to convince my hubby that a life in servitude to money, the government, and work he hates is not worth living).

The ID cards are the lynchpin in the whole process. Without the cards, Obama’s plan goes nowhere.

But card manufacturing for tens of millions of cards requires solicitation (which already exists) and money spent on solicitation is not funded by fees. Therefore, the Appropriations Committee can defund the solicitation of cards and without solicitation of cards there can be no cards, hence no amnesty.

Further, whether cards are funded by fees or appropriations, there is no law authorizing solicitation of manufacture or issuance of these cards. Therefore, a mere resolution by the House will stop the cards cold else federal employees and contractors can be subject to court action.

EXACTLY!

I an not an “either - or” person. We can do everything we can. We still keep up the presure on our reps., etc. But those thing are slow and only catch the attention of a few.

A drop in spending would show just how strong our resolve is. I realize it would affect some employees and some good businesses, but it would be better than the effects of a civil war.

Either we are serious about all our bitching and moaning and its time to act or we are just keyboard warriors.

Heck, if a Freeper just HAS to spend, donate to Free Republic.

IF what the committeeperson mentioned in this article is telling the truth then there is no way to defund CIS since IF the article is true they do not get their money from Congress.
So if it is true how can Congress defund it?

Sadly, I do think that the only thing that will help us to get back to our Constitutional roots is a complete reset. Starting with CWII.

That’s yet another reason we are going to a place loaded with patriots with guns that are still spitting mad about the first CW. The outcome of that war gave the feds power over state’s rights and they haven’t forgotten that.

I’m not quite as optimistic as you are that we can change the RINOs. I hope I am wrong.

What do you suggest to do when any president grants by executive order something Congress was unwilling to do

Its a Separations power grab on par with anything Jackson Lincoln and FDR did....wrongly or rightly

Course that’s the issue isn’t it

Freepers will say Lincoln justified but Obama is emperor

Regardless the opposition must offer up some counter

So what is it?

I guess we need to instead attach a rider prohibiting the expenditure of fee money.

I guess the issue is that the rider would not be an appropriation, and so would need more votes than an appropriation/budget item.

But it is silly to claim that there is nothing congress can do to stop spending, simply because the money raised is raised by “fee” instead of by tax.

We also need to stop passing laws that are self-funding, because this is where we end up, having little control over the state. Fees should all go back into the general fund, and new spending should require appropriations.
