If you watch the video, the deceased is very agitated. He's huffing and puffing and hopping around a lot. More excise than the guy has seen in decades no doubt. He might have dropped dead after signing the ticket if they gave him one.
When he was repeatedly complaining that he couldn’t breathe they should have stopped.
IMO this was just wrong.
