Did the officer have less risky means of dealing with Mr Garner?
Not really. I think a taser would have been preferable. But NYC bans them for street cops.
And - considering the poor health, obesity and bad heart issues - Garner might have died if he was tazed.
In any event - Garner is to blame for Garner’s death.
