now...if he were hiking in many neighborhoods IN Oakland.....it wouldnt be that uncommon to be shot.
if he was hiking say.... in the Oakland Hills...that might be a different matter

25 years ago I lived and worked on the Emeryville Peninsula, could walk all over the place, down to the Berkeley Marina, plus had friends in those hills too….our worst complaint was that the last little Chinese grandma given a drivers license created gridlock on the bridge so we couldn’t run into SF for lunch any more. You should have such a good problem today.
