Didn’t Dubya do the same thing? I don’t think it’s unusual to give federal employees the day after Christmas off if it falls on a Friday.

Bill Clinton and George W. Bush also did this on either Monday before or Friday after Christmas. I think that Carter, Reagan and GHW Bush did as well.
