Looks like the city of Beloit is one gigantic HOA from hell.
Just scanning a couple of the current city codes, I found this gem if your front yard/house is “messy/unsightly/etc.”

(Am. #3221) A building official, upon display of proper identification, may enter any structure or premises at any reasonable time for the purpose of performing his duties under this code. The owner, occupant or operator of every structure or premises, or person in charge thereof, shall give building officials free access to the structure and the premises on which it is located at all reasonable times for the purpose of inspection. No person shall obstruct or resist any building official doing an act in his official capacity and with lawful authority. “
I guess they could search for guns while checking on your overgrown shrubs.....
