On the morning of Tuesday, Sept 11, 2001, I was on a flight from Tampa to Dallas. A minute after we took off, stuff hit the fan, and we ended up landing in New Orleans. I had no idea how I would get home.

A local barber mentioned that there was a (Carnival?) cruise ship that went from Tampa to the Cayman Islands to N.O. and then back to Tampa that would be in port on Friday. I was stuck within an easy walk from the dock in NO, and I lived within an easy walk from the dock in Tampa.

But when I called the cruise line, they said I couldn’t buy a ride home due to something called the “Jones Act”.

This is because Carnival is not U.S. flagged.
I though there was a $300 per person Jones Act fee that you could pay. What I don’t understand is, if you disembarked at Tampa and didn’t get back on the ship what would they do to you? Send out the leisure police and force you back on the ship?
