1A:My primary responsibility was to improve on the financial mechanisms contained in the Proposed Resolution, which were intended to remove the incentive for the tobacco industry to attract youth to smoking. I also worked on other financial aspects of the McCain bill, including the base and annual payments to be made by the tobacco industry, and the possible uses of any revenues generated by the legislation.
