It’s all about the ego, most of these operations are a net loss of money. People lose money in the national budget, we spent more oil than we can hope to gain fighting in the Middle East, etc. This is ego-driven Gambling by a group of deranged individuals figuring that eventually, like winning big at a slot machine, they will find a cure, at whatever cost in human life and expensive drugs it takes to accomplish it.
It's just a coincidence that MSM also stands for Main Stream Media :)
