Not really. Nothing forced the GOP to fully fund the obama agenda in the lame duck. The fact you seem to be avoiding is the GOP wants things like the obama amnesty but don’t want their finger prints on it. This is a quid pro quo on amnesty. Obama does it, Boehner funds it.
