If there ever is an article V constitutional convention one of the amendment must be that any rule proposed by a federal agency must be approved by Congress.
Legislation by bureaucrats must end.
Either that or the unconstitutionality of such unaccountable federal agencies (which are part of FDR’s assault on the Constitution, FTR) is codified.
