It doesn't take a mind reader to tell the guy was old, and an understanding of inception rules would have cleared this all up.
If you anti-cop people don't want things like this to happen, stop passing laws to collect fees and taxes.
Then the cops won't have to stop people for for not displaying the decals that prove payment.
Cops enforce the laws. Get rid of the laws instead of blaming the cops for doing what they are told and trained to do.
