It really has become a very foreign city, and without the sanctuary offered would have whole areas completely deserted.
From talking to guys in the NYPD, Bed-Stuy is the worst part of town. This is really bad all the way around. The denizens of that hood will be emboldened. The cops will be on a shoot first mentality. All will likely explode.
