I guess it depends on your definition of “decent.” I will give you that “decent” residents didn’t have any direct clout. But they are the majority there and they have not chosen to vote in their own self-interest as evidenced by the white city government and police force. And I guess I was speaking also to the fact that many Blacks give tacit approval of violent acts like the riots. You get the distinct impression that for many the idea of “getting over on whitey” is a good thing no matter the damage to the infrastructure on which they rely. I guess Gruber had a point, at least insofar as Ferguson was concerned.
