only partially....the blood itself is tested for numerous things before being used

Depending on the blood bank you use if you tell the truth they will not spoil the donation but rather use it in research (thinking specifically of the Stanford Blood Bank)

Until real consequences are enforced for lying on these questionnaires, the honor system will just be a very weak initial screening. We need to have FELONY charges brought against these domestic terrorists who would threaten the national blood supply by lying about not being in a high risk group. Many donations of blood test positive for HIV, in fact, many homosexuals use donation as a “testing source” to determine their disease status, since the notification is confidential and they get to appear normal by donating blood in the process.

I think any positive test for HIV at blood donation sites should initiate an investigation. The individual should be detained for biological terrorism and his lifestyle should be investigated, including cash and credit card transactions. If found to be an active homosexual, 5 years minimum should be the sentence.
