Presumably the families of the officers control the funeral. If De Blasio and Biden speak, it will be because they were invited. My guess is that the families wanted a full-on state funeral, which would make it a city affair. That would make it harder to refuse the pols.

If the pols want to attend, they will. It will all be arranged — with the right incentives to officials to “make it happen”. Politicians know how to manipulate things. Its what they do.
