I think you’d need to go after the libel laws at the same time, otherwise you would just get railroaded by them. It isn’t a crime to change terrible laws.
Semantics.
If PC allows for inaction and cowardice to the extent that hundreds of children can be molested without impunity... yeah, I'd call that "power."
Among other sick crimes.
They would need a lawyer to help design the information and documentation. Testimonies from victims might be possible or it may put them at too much risk.
Where there is a will, there is a way. The will needs to bone up.
