I downloaded the PDF file from the Whitehouse web site and opened it with the free Adobe Acrobat. If you zoom in enough so parts of it are outside the limits of your monitor screen, you can then hold down the left button on your mouse and move the image around. If you do this quickly, you will see the image appear to separate and portions will change appearance.
Zoom in where you see the changes and you can easily identify the fraud.

I copied the BC on the day it was posted at the White House website. When I pasted it to a Word document most of the printed wording disappeared. Is that an indication that it was manipulated or was that just a characteristic of a pdf file?
A PDF tells you nothing.
