What is to stop some entrepreneur from selling non-Califonia eggs to the other 49 states? He could undercut everyone on price, and get the whole market.

Seems easy enough - those egg producers who don't wish to "update" their operations need only add "Not Legal For Sale in the State of California" to their packaging.

My eggs come from a small supplier in the central part of my state. Their eggs stay local. California can do whatever it wants. Who in the world is going to be able to afford to live there?

Good point. Could it be that egg producers are using the CA issue as an excuse to raise prices on everybody?
