Here in Alexandria, VA (outside DC), the local public high school has a satellite campus for pregnant teen students in an quasi-abandoned mall. I think it’s a great idea (not the teen pregnancy) but the accommodations and building on your idea! For all those leftists obsessed with “Green Buidings” (another reason these building costs are skyrocketing!) the greenest building is already built. They should be re-used!
