The Nazi party was a top-down organization, in which (at least in theory), everyone's orders eventually traced back to the will of one man.

Islam is the opposite; it's very, very fractured. There's no "Islamic Führer" or even an "Islamic Pope". (However, the Saudis are trying very hard to bring the whole Sunni world under a very strict, Wahhabist rule. Iran is doing something similar with the Shiite sect.)

That's why there are Muslims who think that ISIS is awesome, and other Muslims who think they're scum, and other Muslims who are dead now because ISIS killed them. (The Kurds, who are doing most of the fighting against ISIS, are Sunni Muslims themselves, just not the same kind of Sunni Muslim that ISIS is.)
