Your experience in the government sector is much different than mine; by the time these kids made it to the level I was working at, they were pretty well vetted...they were the best.
AMEC, Fluor, SNC-Lavalin, Bechtel all pretty much have their choice in graduate engineers and they hire very sharp kids without regard to the color of their skin.
