I heard of the ROE .. but to blame Petraeus is kind of backwards. You have to know that ROE rules were most likely set by Obama .. not Petraeus.
So, do his reports specifically state that HE (Petraeus) set the ROE (all by himself) ..??

Did he or did he not in his capacity as General, send many many people to their deaths, paralysis and worse, under direct instruction of Obama and his ROEs?

Were those ROEs a danger to those men that could have been avoided by simple things like being allowed bullets in their guns?
