Bill would repeal law requiring license to carry handgun (IN)

INDIANAPOLIS - A state representative wants to get rid of the existing law that requires a license to carry a handgun.

State Rep. Jim Lucas, R-Seymour, said there is a large increase in the number of people who are applying for a license to carry a handgun – both in Indiana and across the nation.

He said the application process is “burdensome” and something gun owners shouldn’t have to do.

State law currently requires a person to have a license in order to carry a handgun in their car or on themselves. That would change under Lucas’ bill. As a result, several Class A and Class B misdemeanors would also be eliminated.

Lucas was also proposing a second bill to allow handguns on state property. Under the proposal, state agencies, along with state-supported colleges and universities, would not be allowed to regulate possession or transportation of guns on state property or in buildings owned by the state.

With a big majority in the House, a Super Majority in the Senate and Pence in the Governors mansion, It'll be interesting to see where this goes.

"Some people" are already whining that it will cost the state $4 million in lost fees.

Even if true, 4 million is petty cash.

I agree with this effort

As a 1969 felon, since a goody-two-shoes, I cannot legally carry and because I don't live a life of skulking, I am easily stopped by a cop or whatever ... and if I am, and a gun discovered ... more money than what I have or could borrow easily would enslave me for the rest of my life and I STILL would not be able to carry.

THIS effort seems like a neat way of going around the unConstitutional GCA68

Those fees were only supposed to cover the cost of administering the licenses. So regarding the fees, were the statists lying then and the point of the fees was to discourage participation, or are they lying now and dropping the license will be a financial wash?

I saw this a few days ago.

This would not eliminate the LTCH completely. Other states will still require something. I’m keeping my LTCH lifetime (and UT) for those trips into OH and other neighbors.

We definitely need to remove the restriction on state/college property. IUPUI is a giant sign of unarmed sheep to the criminals downtown.

Yeah, I drive from KY through Indiana to Chicago a lot. This could make my drive just that more legal.

All fees and licenses are designed to restrict ownership or participation .Sometimes for good and legitimate reasons but often just for control and money.

When a LEO runs your license in Indiana, it pops up that you have a Indiana CC permit also.

I suspected that although it runs counter to the law that existed when I patrolled. In the 1980s it was forbidden for officers to maintain a list of firearms owners.But when I noted the number of traffic stops monitored in recent years where the dispatcher advised “a caution indicator” it was likely the rules had been bent,circumvented,or changed.

An officer with any brains will know that ANYONE could be armed and that you should be ready to respond IF NEEDED but not go around with a “hair-trigger” mentality.

This isn't quite true. In Indiana a permit is not required to transport a handgun in a car so long as the gun is (1) not loaded an (2) not within access of the driver (or anyone else who doesn't have a permit. Basically put the unleaded pistol in the trunk and you are OK to transport it without a permit. Indiana has some of the most 2nd Amendment friendy laws in the country. Buying ammo at my Wal-Mart is no different from buying toothpaste. (Except it's much easier to find the toothpaste I want on the shelf)

I like this alot, and until the majority of states do the same, they could still issue CCL for those who need reciprocity in their travels outside of IN, in which case revenue would not be a total loss.

Why does anyone need a permit for something that is a right.

My “permit” was issued on Dec. 17, 1791.

Every state should follow the lead of Arizona also in issuing driver’s licenses. Get a license in Arizona at age 20 and it is good for the next 45 years. No, that’s not a typo folks, the license is until you are 65 years old.

Driver’s license, concealed carry permit,. license plates, all revenue schemes in most states. That goes for a lot of “professional” licenses as well. Manicurist, beauticians, barbers, etc.

BTW ... it's owning, carrying, possessing and all the et cetera's including ammo, cleaning kits and a ton of OTHER et cetera's.

It would make more sense to advise the officer making the stop that the car owner has a CCW permit and, thus, NO caution is necessary.

Statistically, CCW permit holders are more law abiding than any other group, including Roman Catholic nuns and police officers themselves. (Both stats are absolutely true.)
