As I recall, it is a bolt gun to secure the machine gun stand legs to the floor.
That would make sense.
Mostly we just put sandbags on the legs.
A powder actuated nail gun would be a poor choice to mount M-2.
Not good for shock loading.
An embed or expansion anchor would be a better choice.
