I dont know but thats one of the benefits of indirect taxes. The people can get around them. They cant get around income taxes and withholding, which is why the government loves them so much. They get their cut of somebodys labor first.
Like the high personal property tax on vehicles and boats in Kansas. Thousands of Kansas residence evade this tax by registering them in other states. It's basically a tax based on the honor system. And that will never work. Can't do that with income tax.
