Don't know about being shut down, but I'm sure the IRS would have had something to say about it.

I should have read a little further through the thread, I was thinking the same thing when I posted.

I guess it’s the “solicitation” part that got ‘em in addition to the government not getting their “cut” via permit fees...

No, but they shouldn't have to. Besides, then some asshole curmudgeon will let them shovel, then stiff them on the tip, or give them $5.
