Who in their right mind would ask the Congress of the United States — who can’t cobble together a fiscal policy — to assume control of monetary policy
So, the real question is... who in their right mind would elect idiots to such a respectable, dutiful, and powerful post as a member of the United States Congress holds?

It was a reference to a joke some comedian said long ago. That the new president gets a visit from the CIA and NSA person and he is shown that video from a new angle to make sure he stays in line or something.
