One thing to keep in mind is NH is an Open Primary. Non-party affiliated voters can vote in either primary. I the PIAPS runs unopposed these independents will vote in the GOP primary.
The only way Jeb gets to place high on the list. Maybe this is the RINO strategy because I think Tennessee has just voted for an open primary, too.
