Besides, not only was Obama notified, I'm starting to think the whole deal arose because of Obama's actions to subvert Bibi and he expected to have it allowed to occur w/o any mention or action.
I believe the blow-up actually started when the Obama Administration stonewalled Israeli President Reuvin Rivlin’s request to meet in Washington while he was in the US for a visit to the UN.

I was thinking that Boehner and others knew about the active campaign against Bibi and used the invite as a way to slap back - it certainly hit a nerve and while there has not been a lot of news about Obama's meddling in the election, at least some came out.

An earlier version of this article misstated when Prime Minister Benjamin Netanyahu of Israel accepted Speaker John A. Boehner’s invitation to address Congress. He accepted after the administration had been informed of the invitation, not before.
I did a double take at the math, as well, but 20 points is 40% of 50 - and percentage was what was cited in the post you responded to.
