A woman suspected of running brothels throughout the Bay Area turned herself in Tuesday after being a fugitive for four years, Hayward police said.
Wen Yen Maple Gold, 44, surrendered at an Alameda County courthouse on a charge of operating a house of prostitution and was released on her own recognizance, authorities said.

Was she released because prostitution is a misdemeanor, or not as serious a crime as other crimes? Just wondering.

According to the article she had forced immigrants into prostitution. That's probably more serious than a simple career choice for the "ladies of the night".
