I can't think of an Obama plan that has worked correctly. So far it has been a pretty consistent series of failures in everything he tries to do.
Obama was clear before being elected that he thought American hegemony was a bad thing.
Of course he intended to take America down a peg or three if the voters were stupid enough to make him president.
