Even if the GOPe had the correct anatomy, I am not so sure that Congress controls the funding of the FCC. Wiki shows them as totally funded by regulatory fees, and even lists them as an independent agency. Just not sure what control Congress has except maybe approval of appointees.
Don’t the fees collected get disbursed back out to the agencies via the budget every year? That is how I understand things work.
