The issue arises from the federal Law Enforcement Officers Protection Act (LEOPA), intended to ban "armor piercing" handgun ammunition The LEOPA was enacted to outlaw solid brass Teflon coated pistol ammunition that could punch through engine blocks and ½ steel plate.
As with so much of the legislation that come out of congress it is totally unconstitutional as written.
Any ammunition of firearm carried by our army in the field should be legal for a law abiding citizen to own, period no exceptions.
