All McConnell had to do was nuke the filibuster and send the House bill to Obola and let him veto it.
They won in 2014 to stop Obama's agenda.

My thoughts also. McConnell could have said that national security was too important to play political football with, and passed it via reconciliation and sent it to Obama for a veto. But that would have required courage.
