Smart bombs are counterproductive in that they dont create the horror needed to end war. To win you must demoralize the population by destroying entire neighborhoods rather than blowing up a few strategic buildings. The enemy must KNOW they are defeated and beg for peace. Without that the war just goes on forever.
While Douhet would agree with you, didn't work so well when tried against the British people during WWII when London was bombed. . .and they didn't embrace death as muslimes do.
Gulf War I was won by attacking strategic target sets, sets based upon the ‘Five Rings” concept articulated by Col John Warden. . .and yes, ‘population’ was one of the strategic target sets but not in the way you imagine but just as, even more so, effective.
