So what is he saying then?
As far as I can tell, he was saying that Pakistani-Americans and Arab-Americans are concerned about being singled out for abuse, and that they want to be able to count on him (as president) to NOT automatically put all of them in concentration camps if we go to war with their countries of origin.
..and he was specifically referring to U.S. citizens.
