The President may, with the consent of two-thirds of the Senate, make treaties with foreign nations. Otherwise the President doesn’t have the power to unilaterally make a treaty with a foreign government.

International law is irrelevant at least until there’s an international treaty. (besides, who’s gonna enforce it, iran? ). Haha. And anyway, there’s no International treaty unless and until such time as it gets a 2/3 approval vote in the US Senate. Period. Iranian islamobazis, KMA.

“International law,” isn't.
It is merely a very loose collection of expressed hopes. No country has true sovereignty over another in this area of “law.”

Article 2 section 2,
2. He shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two thirds of the Senators present concur;.
Iran has played into the letter writers hands stating that they believe Obama can unilaterally make a binding international treaty for the US.... with the senators who wrote the letter saying “no we have to approve it”.. see above
