From the regs: "Further, we reiterate the guidance of the 2010 Open Internet Order that network management practices that alleviate congestion without regard to the source, destination, content, application, or service are also more likely to be considered reasonable network management practices in the context of this exception."

IOW, they are not allowed to throttle the video that is causing the congestion problem, but are required to throttle everything else as well. Say hello to slower FR (and that is just the beginning).

Of course that is just one of the 87 stipulatios about "reasonable network management". That means this whole thing is also designed to be a boon for the class action lawyers. I can see the ads now: "Did your Netflix video sputter? Call 1-800-SUE-COMCAST"

It’s cute that the net neutrality clowns thought this would mean fast internet for their precious Netflix rather than everything being throttled.

Agree 100%. A boon to complainants, lawyers, regulators, and all the other scum who make their living lowering everyone else's productivity.
