It doesn’t matter. He admits he was firing with intent to hit a person, and not in self defence. He hit two people who happen to be cops. Guilty. Whaddyamean? He was shooting at some other dudes, and he missed and hit two cops in the head that just happened to be almost 400 feet away. It could happen.
