Most likely the other five men were a combination of off duty cops and informants, just an educated guess.

There is no info on any of the other “five men”. It would be interesting to know more about them and their associations. I'm guessing it was Moore's pickup. If the other men were not inside the vehicle, and the drugs were in the glove compartment, then the only person they could arrest is Moore.
