Says he’s from Thailand and may be of Burmese descent. How does a Burmese Siamese get to a tiny town in eastern North Carolina?

Apparently the victims were Thai/Burmese, too - so it sounds like there's an enclave of 'em in NC.

New Bern is near military bases. May have been translators?

The Burmese population in New Bern has little or nothing to do with the local military bases. From the story, New Bern is home to about 1,900 Burmese refugees. Susan Husson, executive director of the Interfaith Refugee Ministry in New Bern, said the victims’ family and the suspect’s family likely came through her office before settling in New Bern, but she didn’t know them personally. She said the first Burmese refugee came to New Bern around 1999.
I don’t know if fed money underwrites this effort or not, but I am fairly sure the local Episcopal church is involved with other churches in supporting this group of immigrants.
